Position Summary:

The University of Dayton Assistant Director of Contracts and Grants serves in a key business and strategic role in the Office of Contracts and Grants, supporting both the University as a whole and the University of Dayton Research Institute (UDRI).

The Assistant Director, Contracts and Grants, provides legal, regulatory and business guidance on a variety of issues related to sponsored programs, including UDRI’s portfolio of federal contracts, grants, cooperative agreements, and other awards. The Assistant Director is responsible for reviewing, drafting, and negotiating sponsored research agreements, nondisclosure agreements, teaming agreements and other specialized agreements, and provides expert guidance on strategies and methodologies for bidding on complex government and commercial programs. The Assistant Director maintains a high degree of knowledge of federal regulations, including the Uniform Guidance and the Federal Acquisition Regulations.

Specific duties assigned to the Assistant Director, Contracts and Grants include:
• Review of complex requests for proposals, with analysis of requirements and recommendations for business proposal content, including budgeting strategies;
• Review, drafting and negotiation of contracts, research agreements, nondisclosure agreements, teaming agreements, and other formal agreements or legal instruments to ensure terms are favorable to the University and conform to University policies;
• Providing guidance to University researchers, staff, and senior management on the interpretation of contract terms and conditions and government regulations; monitoring proposed legislation and developing issues that could affect the University;
• Assisting with the development, refinement and implementation of policies and procedures relevant to sponsored programs, to ensure University compliance with applicable laws and regulations; and
• Representing the University and UDRI in business relationships with government, commercial and professional organizations.

Minimum Qualifications:

Juris Doctorate Degree

8 years of relevant experience including significant federal government contracting or university research administration experience

Working knowledge of the Federal Acquisition Regulations and various contract types, including Firm Fixed Price, Time and Material, Cost Plus Fixed Fee, Cost No Fee

Familiarity with the bid and proposal process, including budget development

Strong analytical skills, as well as ability to communicate clearly and effectively both verbally and in writing, and good presentation skills.

Demonstrated ability to prioritize work activities in a fast-paced environment and communicate effectively at all levels of an organization.

Proficiency in Microsoft Office suite, especially Excel, Word, and Outlook

Due to the nature of this position, US citizenship is required

Demonstrated ability to obtain a Government Secret security clearance

Valid driver's license and low risk driving record

Preferred Qualifications:

Undergraduate Degree in Business or a related field

10 years of relevant experience including significant federal government contracting or university research administration experience

Experience with 2 CFR 200 (Uniform Guidance)

Significant experience working with the Department of Defense and the General Services Administration

Licensed to Practice Law in the State of Ohio
