Position Summary:

The Director of Budgeting and Planning (“Director”) will join the Division of Finance and Administrative Services (FAS) and will report to the Assistant Vice President and Controller. The Division has a variety of initiatives both planned and in progress to increase efficiency of operations, automate routine transaction processing, leverage technology to free up resources to increase strategic capabilities and capacity. Under the multi-year effort of Financial Management Transformation, the University has implemented an updated chart of accounts and is in the process of implementing a new budgeting and planning toolset and reimplementing the research administration systems. Future initiatives likely will include the modernization of the overall budgeting model for the university.

The Director's portfolio includes the direct supervision of both the operational and capital budget as well as long-range forecasting and planning. Working closely with other senior administrators, deans and faculty throughout the University, the Director will develop strategies, policies, procedures, and metrics that support the financial decision making process. All budget model forecasts should include items that support the University's strategic goals in support of its academic research, residential life and service missions. The Director will analyze enrollment patterns and trends, long-term revenue and expenditure projections, and regularly provide “budget driver” details, analytics and fiscal implications. In an effort to support transparency and improve financial understanding University-wide, the Director will lead regular communication and training to educate budget officers, develop budget management strategies and assess planning and budgeting activities.

Minimum Qualifications:

• A bachelor’s degree in Accounting, Finance or related field from an accredited institution
• Minimum of 5-years increasingly responsible experience in financial analysis, budget, forecasting, accounting, or related field.
• Comprehensive knowledge of budget modeling and forecasting techniques.
• Experience in financial modeling and analysis
• Ability to present and explain complex concepts and financial models to all levels of the organization
• Demonstrated experience leading change, designing business systems and processes, and engaging employees and customers in these activities
• Demonstrated experience leading and developing professional staff
• Demonstrated successful experience collaborating with various constituents across the organization
• Demonstrated ability to communicate effectively verbally and in writing
• Experience maintaining the highest standards for integrity and personal and professional excellence

Preferred Qualifications:

• An advanced degree, e.g. MBA and/or related certifications, e.g. CPA or CFA
• Knowledge about challenges and trends facing higher education, and current understanding of best practices
• Relevant experience with accounting and financial systems in large complex organizations and proven leadership success across broad and decentralized environments of comparable size and complexity
• A strong sense of service orientation, with proven ability to effectively communicate decisions and educate in the process.
• Successful experience in addressing and managing conflict
• A high level of professionalism and integrity with a demonstrated ability to work productively with, and gain confidence of, all levels of an organization; the ability to maintain focus, successfully executes against plans, and brings closure to activities, tasks, and projects.
