Position Summary: The Subcontracts Manager is responsible for performing subcontract management functions for sponsored programs, including preparation of requests for proposals, drafting subcontract documents and independently conducting negotiations; monitoring subcontract performance and overseeing complex invoice approval and closeout processes and audits. The Subcontracts Manager will assist the Sr. Subcontracts Manager with overall management of the subcontract administration function and support staff. Additionally, this position advises Principal Investigators, senior management and support personnel on University subcontracting policies, procedures, and regulatory requirements that pertain to federal research programs
Minimum Qualifications:

Bachelor’s degree in a relevant field

Eight years of relevant experience, including experience with federal government contracting of research efforts.

Three years of purchasing or subcontracting experience in government contracting or research administration fields

Demonstrated knowledge and understanding of federal procurement regulations, including FAR, DFAR, and federal grant regulations

Significant negotiation experience in purchasing or subcontracting

Demonstrated computer skills in Microsoft Office Suite

Effective written communication skills, including contract drafting experience

Demonstrated ability to communicate clearly and effectively with internal and external personnel in both written and verbal form

Excellent critical thinking and problem solving skills.

Due to the nature of this position, U.S. citizenship and ability to obtain and maintain a security clearance is required

Preferred Qualifications:

Advanced degree or coursework towards advanced degree in related field

More than eight years of relevant experience, including experience with federal government contracting of research efforts.

Experience with Deltek Costpoint or Ellucian Banner

Extensive knowledge and understanding of federal procurement regulations, including the FAR, DFAR, and federal grant regulations

Advanced contract drafting experience
