Look no further than the University of Dayton's UDRI - Sensor & Software Systems division, where we are seeking a highly skilled and innovative Distinguished Technical Program Manager to join our esteemed team.
This position supports the RAIC team, located at the UDRI Hangar 01 facility within the Air Force Rapid Sustainment Office (RSO). The RSO increases mission readiness by rapidly identifying, applying and scaling technology essential to the operation and sustainment of the U.S. Air Force. Hangar 01 is the lead in bringing together a comprehensive network of new technological methods, processes, and techniques. Success comes from our teamwork and mutual respect for each other’s talents and unique perspectives.
The RAIC team mission is to transformatively improve Air Force maintenance practice by implementing predictive maintenance techniques, leveraging state-of-the-art AI/ML technology. This role is to assist with RAIC software development, management, and deployment, providing support during the concepting, planning for, and execution of software-heavy technology projects. They will act as a subject matter expert evaluating RSO RAIC projects and provide recommendations for addressing risks and issues and supporting test and evaluation of RSO RAIC projects.
• Working with multiple RSO program teams to support the scoping, configuration, and scaling of software-heavy projects. • Understanding the role of software, cloud services, and hardware in each program implementation. • Assessing risk and developing mitigation plans for scaling programs to Air Force-wide utilization. • Supporting a multi-discipline team of technical and programmatic experts to facilitate scaling from prototype or commercial application to military use conditions. • Act in an analog capacity as a Contracting Officer Technical Representative (COTR) type role for small to large contracts. • Represent the interests the RSO in Technical Interchange Meetings (TIM’s) with higher, adjacent, and sister units, vendors, and other agencies. • Developing and evaluating software requirements and reviewing vendor documentation. • Evaluating progress and risk throughout the DevSecOps process. • Supporting on-site deployment. • Participating in configuration control activities. • Supports test and evaluation of RSO projects.

Minimum Qualifications: |
• Bachelor’s degree in computer science, computer engineering, or related field. • 15+ years of experience in software development efforts. • 15+ years of experience managing software development projects. • 15+ years of experience with government contracting and/or program management. • 5+ Years experience with Agile development or DevSecOps. • 5+ Years experience with third party software integration. • Excellent verbal and written communication skills. • 10+ years experience in the DoD Acquisitions field. • 10+ years eorking knowledge of open-source systems, legacy and modern data base systems, cloud services and providers, and Cyber Risk Management Framework (RMF). • Experience in DoD with following skills: Vulnerability Management, Security Policies and Procedures , Security Auditing and Compliance, Incident Response, Project Planning and Scheduling, Scope Management, Project Budgeting, and Basic Program Management Skills. • Ability to obtain a security clearance. • Proficiency with Microsoft Office programs. • Due to requirements of our research contracts with the U.S. federal government, candidates for this position must be a U.S. Citizen.

• Masters of Science degree in computer science, computer engineering, or related field. • 20+ years of experience in software development efforts. • 20+ years of experience managing software development projects. • 20+ years of experience with government contracting and/or program management. • 20+ years of IT/Software Management. • 10+ Years experience with Agile development or DevSecOps. • 15+ Years experience with third party software integration. • Proven excellent verbal and written communication skills in presenting/briefing to senior leaders within the Air Force. • 5+ years experience consulting/advising senior leaders (GO/SES level). • 10+ years experience in the DoD Acquisitions field, specifically as a Contracting Officer Representative (COR) • Comptiaa A+/Security+ certification. • 10+ years working knowledge of open-source systems, legacy and modern data base systems, cloud services and providers, and Cyber Risk Management Framework (RMF). • Experience in DoD with following skills: Vulnerability Management, Security Policies and Procedures , Security Auditing and Compliance, Incident Response, Project Planning and Scheduling, Scope Management, Project Budgeting, Project Documentation, Risk Assessment and Mitigation, Time and Cost Estimation, System Administration, and Quality Management. • Current security clearance. • Proficiency with Microsoft Office programs, Mobile Device Management software, flightline/field communications. • 15+ years working knowledge of open-source systems, legacy and modern data base systems, cloud services and providers, and Cyber Risk Management Framework (RMF). • Advanced knowledge and experience in the DoD with the following skills: Vulnerability Management, Security Policies and Procedures , Security Auditing and Compliance, Incident Response, Project Planning and Scheduling, Scope Management, Project Budgeting, and Basic Program Management Skills.
