Position Summary:

The Contracts Specialist supports pre- and post-award activities in the Contracts and Grants Office. This position supports proposal preparation and submission as well as review, negotiation, and award of contracts and grants.

The major responsibilities of the position are to perform, with limited supervision, first level review, drafting, and negotiation of contracts, contract modifications, teaming agreements, and nondisclosure agreements. The Contracts Specialist will review, analyze, and interpret contractual documents and purchase order terms and conditions, and advise Contracts and Grants staff, researchers, and support staff of areas of concern, risk, and compliance.

The Contracts Specialist supports pre-award activities by reviewing, analyzing, and interpreting requests for proposal, requests for information, and solicitation guidelines. The Contracts Specialist will identify and communicate areas of risk or concern in these documents to Contracts and Grants staff, researchers, and support staff. The Contract Specialist will support preparation and final review of proposals to ensure compliance with University, OMB Uniform Guidance, DCAA, and other regulatory areas.

The Contracts Specialist regularly communicates with government agencies, customers, researchers, staff, and UDRI leadership on business matters, such as review and negotiation of contract terms and conditions, teaming agreements and nondisclosure agreements, to include risk and compliance areas applicable to federal contracts and grants. This position prepares negotiated documents for final review and signature by the University and its customers.

Minimum Qualifications:

• Bachelor’s Degree in a relevant field
• 4 years of related experience
• Demonstrated experience in reading, analyzing, and interpreting contractual documents and purchase order terms and conditions
• Experience with reviewing, analyzing, and interpreting request for proposal, requests for information, and solicitation guidelines
• Advanced level experience with the Microsoft Office suite, especially Word and Excel
• Experience with creating and maintaining Microsoft Excel spreadsheets and consolidating and presenting this data in a simplified format
• Excellent interpersonal communications and customer service skills as demonstrated by experience dealing with internal and external customers and various levels of an organization
• Due to the nature of this position, U.S. citizenship is required

Preferred Qualifications:

• 4 years of experience in government contracting or sponsored research administration
• Experience with using electronic portals for accessing and processing contract and purchase order documents, including GSA ITSS
• Experience with electronic proposal submission systems for various federal, state, and nonprofit agencies
• Experience providing proposal support regarding information needed for annual certification/pre-qualification submittals
• Demonstrated experience in identifying process improvements to drive process improvements.
